I have a neighbor – actually several of them – who like to walk their dogs off-leash. I live in an urban area, so this just doesn’t work. The dogs are not as well trained as the owners seem to think, since they frequently come running up to me and my dog. This is distressing to both me and my little dog. Even a “friendly” dog can bite, carry diseases, or cause property damage. It’s inconsiderate and not safe for the dog either. I know that a number of others in my neighborhood share the same concern.
I’ve tried to politely address this issue with my neighbors by asking them to please keep their dog away from mine or pointing out that it needs to be on a leash. The responses I’ve gotten range from “It’s okay, he’s friendly” to “Mind your own business” to “Don’t be a B*****” and the owners continue to let their dogs roam off the leash.
So, what can I do? I’m not sure who to call about it (I live in Atlanta), but I’ve heard that animal control won’t actually take action in this situation. It seems like the issue here is training the owners, not the dogs…Any specific answers regarding animal control in the Atlanta area would be great, and more creative solutions are welcome :)

I’m not sure if the police would do anything or not, but its worth a try. But yes animal control would be a good idea to go to.
Or you could always just get a big dog and let it off leash in neighbors yards, and throw their poop in their yards and stuff…But that should be plan C. (;
