My friends dog has had some scabbing around the eyes and has been listless. Today it was angry with other dogs and frothing at the mouth. He thinks it has rabbies.

You don’t cure rabies, the only cure is death. Sorry to tell ya. If your friend had the dog vaccinated for rabies then it should be OK. I would think its something other than that.
If no vaccinations were done, and the dog is fighting with other dogs and biting then it is infecting those animals with rabies. The cure for them is death as well. Also if it bite you or its saliva gets into a cut or wound then you get rabies and guess what? If you don’t get immediate medical attentions then you die too. best tell your friend to take that dog immediately to a Vet and get it checked out NOW.
Frothing at the mouth is not always i sign of rabies, the sure sign is to be sure the dog is drinking water, if it totally refuses water then you have to really really worry about rabies. Rabies is a brain disease, and once a animal gets it, it messes with the central nervous system and the deductive reasoning parts of the brain. Most rabie infected animals are Hydrophobic, meaning they are afraid of water, they will not drink and in turn they get frothy mouths because they are thirsty.
Backwoods Vietnam? You live so far in the woods that you cant get to a vet but you have the internet? Intresting its still fatal and needs to be delt with..
