I’m not sure there is a correct answer for this lol
Say your dog knows sit. 100% no question about it. But when you issue a cue he looks at you blankly for a second or two before doing so. Where as your other dog, when issued the cue sits immediately. Is there away to get the results with the 1st dog as well? How would you go about it?
Like I stated, assume the dog understands the cue (verbal or hand). His response time is lacking.

Practice, practice, practice. If your dog is having trouble interpreting the cue, try focusing on using the hand signal. Dogs are better at understanding hand signals than verbal cues.
